Comparison
Proclaim is a serious product. Here is what it costs, from their own price list.
Access Legal publish Proclaim's pricing on the UK government's Digital Marketplace. That makes this comparison checkable rather than assertable — so every figure below is theirs, and the arithmetic is shown.
First, fairly
Proclaim has genuine depth. It has been developed for a long time, it covers areas ClaimCore does not attempt — cost drafting and legal accounts among them — and by Access’s own published figure it supports more than 25,000 professionals across around 850 firms. If you need a full legal practice management system rather than a claims operations platform, it is a reasonable answer and ClaimCore is not.
This page is not an argument that Proclaim is bad software. It is about two specific things: what it costs in full, and who has to be involved when you want to change something.
The headline rate is not the price
Access’s G-Cloud filing lists Proclaim at £79 per user per month for 5–20 users, £76 for 21–50 and £73 for 51–100, on a 36-month term with two modules included. The same document then states that once software spend is calculated you must attach a Customer Success Plan, banded at 15% of that spend on the Standard plan or 25% on Premier — and that you must also attach a Workspace licence with its own plan, adding a further 5.75% at the Standard level.
It also states, in their words, that the quoted prices exclude hosting costs, and that data migration is “price on analysis and scoping”, payable upfront, with the figure left as TBC.
| Users | Software | + Success Plan 15% | + Workspace 5.75% | Monthly | Per user |
|---|---|---|---|---|---|
| 5 | £395 | £59 | £23 | £477 | £95.39 |
| 20 | £1,580 | £237 | £91 | £1,908 | £95.39 |
| 50 | £3,800 | £570 | £219 | £4,589 | £91.77 |
| 100 | £7,300 | £1,095 | £420 | £8,815 | £88.15 |
The cheapest permitted combination — Standard plans throughout. Premier and Workspace Professional take the 20-user figure from £1,908 to £2,248. Hosting, migration, training days and any integration are additional on every row. Where ClaimCore differs
Configuration without a specialist
Stages, rates, SLAs, document wording and automation rules are edited by your own administrator in a screen. There is a consultancy market around configuring Proclaim; there is not one around configuring this, by design.
How automation works →Twelve months, not thirty-six
Core and Professional are twelve-month terms. That is the single largest difference in risk for a firm that has not bought software like this before.
Migration is included
Rather than priced on analysis and payable upfront. Map, validate, rehearse without changing anything, review, commit.
How migration works →No mandatory percentage attachments
Support and hosting are in the price. There is no success-plan percentage and no workspace licence to add on top.
Credit hire evidence in the system of record
GTA groups, effective-dated rate schedules, basic hire rate comparables and need and impecuniosity captured at deployment. This is the part we would put head to head.
Credit Hire Pro →A published price
From £499 a month including five users. You can tell whether we are in your range without taking a call.
See pricing →Where Proclaim is ahead
It has two decades of development behind it, an installed base measured in hundreds of firms, and coverage of legal work ClaimCore does not attempt — cost drafting, legal accounts and areas of law beyond motor claims. It has ISO certification and a support organisation of a size ClaimCore cannot match.
ClaimCore has no customers of that scale and no certifications. If your procurement process requires either, that is a real answer and this page is not going to argue you out of it.
Can you migrate our Proclaim data?
The Migration Centre imports from a CSV or Excel export: map your columns, validate every row, rehearse the whole import without changing anything, then commit. Send us fifty claims and we will tell you honestly what migrates cleanly before you commit to anything.
Is ClaimCore cheaper than Proclaim?
At around five users the two are close on a like-for-like basis. From roughly eighteen users upward ClaimCore is lower, and the gap widens with size — at a hundred users the difference is about 29% on the figures above. Hosting, migration and support are included in ours and additional in theirs.
Where did these Proclaim figures come from?
Access UK Ltd's own G-Cloud 14 pricing document, dated 7 May 2024 and published on the UK government's Digital Marketplace. We have not estimated their pricing and we would rather you checked it than took our word for it.
Do you do legal accounts or cost drafting?
No. ClaimCore is a claims operations platform, not a legal practice management system. If you need legal accounts, Proclaim covers ground we do not.
What if we are mid-contract?
Most firms are, given the term length. It is worth having the conversation before your renewal date rather than after it, because a migration takes weeks and a renewal notice period usually does not wait.
Put them side by side on one of your own claims.
Bring a real credit hire file and run it through both. It is a more useful forty-five minutes than any comparison page.
